Tender: Outsourcing Operation & Management of Pakistan Railways Concrete Sleeper Factories (Sukkur, Khanewal & Kohat) — 15-Year PPP Concession

Pakistan Railways invites proposals from pre-qualified firms/companies/JVs for outsourcing the operation and management of three existing Concrete Sleeper Factories located at Sukkur, Khanewal and Kohat Cantt on a 15-year concession under a Public-Private Partnership (PPP) model. The concession includes rehabilitation, upgradation, maintenance and operation during the concession period. Bidding will follow PPRA Rule 36(b) using the Single Stage Two Envelope (SSTE) procedure.

• Eligibility: Only pre-qualified firms/companies/JVs may submit proposals. Firms may apply for one or more factories but must submit a separate proposal and bid security for each project.
• RFP/Bidding documents: Available for information on Pakistan Railways and PPRA websites; the official documents must be obtained from the office of the Managing Director, Concrete Sleeper Factories, Headquarters Office, Empress Road, Lahore.
• Pre-bid meeting: 2026-08-03 at 11:00 AM at the office of the Managing Director, Concrete Sleeper Factories, Headquarters Office, Empress Road, Lahore.
• Submission deadline: Technical and Financial proposals (sealed in separate envelopes) must be submitted by 11:00 AM on 2026-08-10 to the address below. Technical proposals will be opened at 11:30 AM the same day in the presence of bidders/representatives who choose to attend.
• Procedure: Single Stage Two Envelope (SSTE) under PPRA Rule 36(b).
• Miscellaneous: Pakistan Railways reserves the right to withdraw the bidding process at any time without giving a reason.
