The Punjab Provincial Cooperative Bank Limited (PPCBL) invites sealed, structured proposals from qualified vendors for the supply, implementation, integration and support of a modular Credit Card Processing Platform (Credit Card System – CCS). The CCS will be launched and operated as an end-to-end credit card business covering customer onboarding, credit assessment, card issuance, transaction processing, billing, collections, fraud monitoring, and customer servicing. PPCBL may procure one or more modules independently and is under no obligation to purchase any module by virtue of the RFP.

Eligibility & Required Documents
  • Valid National Tax Number (NTN) and an active tax compliance certificate issued by the Federal Board of Revenue (FBR).
  • Valid SECP company incorporation certificate confirming the bidder is a registered legal entity in Pakistan.
  • Signed declaration confirming no conflict of interest with PPCBL and no blacklisting/debarment by any Government of Pakistan institution or SECP-regulated entity.
  • Company profile, product history, client references, technical team CVs, and payment scheme certification(s) (e.g., Visa/Mastercard/PayPak) or evidence/roadmap.
  • PCI-DSS / information security certification status or an industry security certification roadmap.
Submission method & Deadline Submit separate sealed envelopes: Technical (Envelope A) and Commercial (Envelope B). Proposals must be delivered in hard copy and will not be accepted electronically. Proposals must be received by 2026-07-31 at 15:30 (3:30 p.m.). Late submissions will not be considered. Envelopes should be titled: "PPCBL CREDIT CARD SYSTEM (CCS) PROPOSAL".
