Issuer: Government of Pakistan, Ministry of Religious Affairs and Interfaith Harmony, Pak Secretariat, Islamabad.
Purpose: Invitation for applications from prospective new entrant companies seeking accreditation as Private Hajj Operators (Munazimeen) under the Private Hajj Policy of Pakistan 2027–2030. Successful applicants will receive a Pre-Registration Clearance Certificate (PRCC) to participate in the Private Hajj Scheme.
Assessment & Eligibility: Applications will be assessed solely on prospective capability, financial capacity, and organizational readiness under the Prospective Capability Matrix (PCM). Applicants are not required to furnish evidence of past Hajj operational experience or Saudi-side contracts. The PCM can be downloaded from the Ministry's website: www.mora.gov.pk.
