Ministry of Religious Affairs Invites Applications for Pre-Registration Clearance Certificate (PRCC) for New Private Hajj Operators – Deadline 2026-08-10

Issuer: Government of Pakistan, Ministry of Religious Affairs and Interfaith Harmony (1st Floor, Kohsar Block T, U, V, Pak Secretariat, Islamabad).

Purpose: Invitation for prospective new entrant companies to apply for a Pre-Registration Clearance Certificate (PRCC) to be accredited as Private Hajj Operators (Munazimeen) for Hajj-2027 under the Private Hajj Policy of Pakistan 2027–2030.

Eligibility & assessment: Applications will be assessed on prospective capability, financial capacity, and organizational readiness under the Prospective Capability Matrix (PCM). Applicants must furnish evidence of past Hajj operational experience, Saudi-side contracts, and other required supporting documents as specified in the PCM. The PCM document can be downloaded from the Ministry website: www.mora.gov.pk.

How to apply: Submit complete applications with all supporting documents to the Deputy Secretary (HP), Ministry of Religious Affairs and Interfaith Harmony, 1st Floor, Kohsar Block (T.U.V. Blocks), Pak Secretariat, Islamabad, in a sealed envelope clearly marked "Application for PRCC – New Entrant – Private Hajj Scheme." Applications must be submitted during office hours.
