RFP: Procurement, Implementation & Support of Credit Card Processing Platform (CCS) — The Punjab Provincial Cooperative Bank

The Punjab Provincial Cooperative Bank Limited (PPCBL) invites sealed, structured proposals from qualified vendors for the procurement, implementation, integration, testing and support of a modular Credit Card Processing Platform (Credit Card System - CCS) to enable end-to-end credit card operations including customer onboarding, credit assessment, card issuance, transaction processing, billing, collections, fraud monitoring and customer servicing.

Eligibility & mandatory submission requirements: Bidders must be legally registered in Pakistan and provide: valid National Tax Number (NTN) registration and active tax compliance certificate from FBR; valid SECP company incorporation certificate; signed declaration of no conflict of interest with PPCBL and no blacklisting/debarment by any Government of Pakistan institution or SPP-regulated entity; company profile and production history; client references; technical team CVs; details of payment network certification status (Visa/Mastercard/PayPak); and PCI-DSS / information security certification or an explicit roadmap.
