Police Department (CPO Rawalpindi) invites sealed bids for framework contracts for procurement of miscellaneous items on FOB basis for the financial year 2026-27 (Phase II) under Punjab Procurement Rules, 2014. Bidding will follow Open Competitive Bidding (Single Stage–Two Envelope) procedures via the Punjab e-procurement System.

Submission & key instructions:
- Bid submission deadline: 2026-08-26. Bids must be uploaded through the Punjab e-procurement System by 26-08-2026 up to 10:30 AM. Technical and financial bids will be opened the same day at 11:00 AM.
- Bidding method: Open Competitive Bidding (Single Stage–Two Envelope) as per Punjab Procurement Rules, 2014. Bid security: 3% of the estimated cost; bid securities must be submitted/released via PSID from Scheduled Bank of Pakistan through the Punjab e-procurement System.
- Tender documents and bidding procedure details are available at the PPRA website and the Punjab e-procurement portal (https://eproc.punjab.gov.pk). Bidders must upload their bids online.
- All quoted rates should be inclusive of GST/PST and all government taxes and remain valid until 2027-06-30.
- Eligibility & documents: Firms must be experienced, financially sound, registered (with income tax and sales tax departments) and provide NTN, Sales Tax registration, professional tax, Punjab Sales Tax (on services/purchases) return, Income Tax certification on company letterhead, and a Police Character Certificate.
- Interested bidders should submit a performance declaration on stamp paper (PKR 3,000) stating the firm is not a defaulter/disqualified by any department and is not involved in criminal litigation/conviction.
- Successful bidders will deposit a Performance Guarantee equal to 5% of the total contract value via PSID in e-procurement within the specified period. Contract Performance Guarantee will be released on successful completion and NOC from the Indenter.
- All rates of spare parts must be provided according to genuine parts and firms must provide samples for quality verification at bid opening if required.
- The procuring agency reserves the right to accept or reject any/all bids as per Rule 35 of the PPRA Rules, 2014.
