- Non-refundable bidding entry fee as per policy (refer to section officer notification). Bids must be submitted online through ePADS.

- Bid security requirements: bidders quoting up to 10% below the engineer's estimate must submit bid security of 2% of the engineer's estimate. Bidders quoting more than 10% below up to 20% below must submit additional security so total security equals 5% of the engineer's estimate. Bids more than 20% below require additional security equal to the differential and may be considered non-responsive without a detailed rate analysis if not accompanied by supporting justification.

- The procuring entity may call for a bank guarantee as additional security and may reject bids that do not comply with required securities or documentation. All bids not complying with the bidding instructions will be declared non-responsive.
