PIDCL Re-Invitation of Tenders through E-PADS — Civil Works (Multiple Districts)

Issuer: Pakistan Infrastructure Development Company Limited (PIDCL), Ministry of Housing & Works, Government of Pakistan. PIDCL invites re-submission of bids for multiple civil works packages under the Single Stage One Envelope Procurement method via the online E-PADS (v2.0) platform.

Scope: Multiple small-to-medium road, drainage and related civil works in several districts (including Mansehra, Bahawalpur, Abbottabad, Haripur and others) as per individual Contract Packages published by PIDCL. Each package specifies estimated cost, required PEC category and bid security amount.

Eligibility & Requirements:

• Valid registration with the Pakistan Engineering Council (PEC) in the category/discipline required for the specific contract.
• Registration with relevant tax authorities (Federal Board of Revenue/ FBR) and compliance with applicable taxes and laws.
• Bid security in the shape of CDR/Bank Guarantee (naming the contractor and in favor of Pakistan Infrastructure Development Company Limited) as specified in the individual tender package.

How to obtain bidding documents:

• Download online from the e-procurement portal: https://eprocure.gov.pk/ (E-PADS v2.0).
• Non-refundable document fee: Rs. 5,000 payable to Pakistan Infrastructure Development Company Limited (payment via Pay Order / Call Deposit in favor of PIDCL as specified).

Submission & Opening:

• Last date for bid submission: 2026-08-17.
• Bid submission and public opening: 17-August-2026 at 11:30 AM (through E-PADS online portal).

Additional notes:

• Bids must be submitted online through E-PADS. Hard-copy submission is not accepted except for original bid security/guarantee where required as per tender instructions.
• Late, conditional, or incomplete bids will be rejected. PIDCL reserves the right to accept or reject any or all bids as per PPRA rules.
