Municipal Corporation Sahiwal invites electronic bids (e-Bids) from firms/contractors/suppliers registered with relevant tax authorities for framework contracts for procurement of various goods, services and works on an as-and-when-required basis for Financial Year 2026-27. Procurement will be conducted through the Punjab e-Procurement System (e-PADS) under the Single Stage Single Envelope procedure in accordance with PPRA Rules, 2014 (as amended).
Key eligibility and submission requirements
- Bidders must be registered with the Federal Board of Revenue (NTN & Sales Tax where applicable) and be active taxpayers per FBR.
- Bidders must be registered on Punjab e-PADS and possess any applicable professional or council registration (e.g., Pakistan Engineering Council for relevant categories) where required.
- Bids must be submitted electronically through e-PADS. Tender/bidding documents are available free of cost on the Punjab e-Procurement System (e-PADS) and PPRA website.
- Scanned copy of the Bid Security must be uploaded with the electronic bid on e-PADS. The original Bid Security (Call Deposit Receipt/Bank Draft/Pay Order) in favour of Municipal Corporation Sahiwal must be submitted to the office of the Municipal Corporation before bid opening. Late bids will not be accepted.
- Electronic bids will be opened through e-PADS on 2026-07-30 at 12:30 PM. Last date/time for submission is 2026-07-30 at 12:00 Noon.

Additional notes
- Bid evaluation will be carried out on a lot-wise basis and awards will be made per the evaluation criteria in the bidding documents. Rates must be inclusive of all applicable taxes and duties. Performance security will be obtained from the successful bidder(s) in accordance with PPRA Rules.
- Municipal Corporation Sahiwal reserves the right to accept or reject any or all bids prior to acceptance as per Section 35 of the Punjab Procurement Regulatory Authority Act, 2009 and applicable PPRA Rules.
- For electronic submission bidders should use the Punjab e-Procurement portal (e-PADS). Original bid securities and related documents must be submitted to the Municipal Corporation office as required in the bidding documents.
