PDA Tender: Construction of Level-2 Flyover at Ring Road–GT Road Intersection, Peshawar

Issuer: Peshawar Development Authority (PDA). PDA invites sealed bids through the ePADS e-procurement system under the Single Stage Two-Envelope procedure for construction works. Eligible contractors must be registered on ePADS and meet mandatory registration and enlistment requirements.

Key eligibility & submission requirements:

- Bidders must be registered on the ePADS portal and be enlisted/registered with Pakistan Engineering Council (PEC) for 2025-26, have active KPRA registration, active FBR/NTN status, and valid PDA/Provincial enlistment for the current year.

- Bidders must upload technical and financial bids through ePADS by the stated deadline. Hard copy bid security (original bank guarantee/CDR) must be submitted to the PDA office before the bid submission deadline as specified.

- Bidders should submit affidavits regarding non-blacklisting and litigation status and provide all mandatory supporting documents (PEC, KPRA, NTN, enlistment renewal, etc.) as required in the bid solicitation documents.

- Procurement will follow KP-PPRA rules and PDA's bid solicitation documents. Financial proposals of technically non-responsive bidders will be returned unopened. Government taxes will be deducted as per prevailing rules.
