Re-Tender Notice for Multiple Local Government Civil Works — LG&RDD Mansehra

Office of the Assistant Director, Local Government & Rural Development Department, Mansehra invites re-tenders on ePADS for multiple civil works packages under MRS-2025 (1st Bi-Annual). Sealed tenders are invited on the basis of Single Stage Two Envelope Procedure from contractors registered with the Federal Board of Revenue (FBR) and enlisted with C&W Department and/or registered under the Centralized Enrollment Policy of the Government of Khyber Pakhtunkhwa for the current financial year.

Works include various PCC streets/roads, sewerage works, retaining walls, water provision and related small civil works across Mansehra district (multiple packages). PEC eligibility for most packages is C-6 & above (specific PEC category is noted against each package in the bidding documents). Each package lists an estimated cost and required bid security amount.

How to apply / submit bids

- Bids shall be submitted online through the KP PPRA / ePADS Portal. Technical and financial bids must be uploaded as per portal requirements.

- Prospective bidders are required to submit their bids (Technical + Financial) online through ePADS; however, original/printed copies and required hard documents including original Bid Security in PDF/physical form may be required to be submitted to the Assistant Director LG&RDD Mansehra as instructed in the e-tender documents.

- Technical bids will be evaluated first. Financial bids of only technically qualified bidders will be opened online. Incomplete or non-compliant bids will be declared non-responsive.

Key conditions and requirements

• Bid validity: Electronic bids will remain valid for 180 days from the closing date of bids.
• Bid security: As specified per package in the tender documents (must be attached in the shape of call deposit / financial instrument as stated).
• Contractors must provide proof of registration with FBR, valid PEC license/registration, and KP provincial enlistment for the current financial year.
• All relevant taxes and duties (e.g., Income Tax, KP provincial taxes) will be deducted as per rules.
