District Council Sialkot Tender Notice – Civil Works (Closing 2026-08-06)

Issuer: Chief Officer, District Council Sialkot.

Purpose: Electronic bids are invited from eligible contractors/firms for multiple development works. Contractors/firms must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for Financial Year 2026-27 and meet all eligibility requirements in the bidding documents. Procurement will be conducted under the Punjab Procurement Rules, 2014 (as amended) via the Punjab e-Procurement System.

How to obtain documents: Bidding documents (instructions, eligibility criteria, specifications, BOQ, contract conditions) may be downloaded free of cost from the Punjab e-Procurement System and the PPRA Punjab website.

Submission & opening: Bids must be submitted electronically only through the Punjab e-Procurement System on or before 2026-08-06 at 11:00 AM. Bids will be opened electronically on the same day at 11:00 AM in the office of the District Council Sialkot in the presence of bidders or their authorized representatives.

Bid security & performance security: Bid Security equal to 5% of the estimated cost must be submitted only as a Digital Bank Guarantee (e-Bank Guarantee) generated via the Punjab e-Procurement Portal and transmitted by the issuing bank through SWIFT MT760 to the Chief Officer, District Council Sialkot. Physical instruments (CDR, pay order, demand draft, etc.) will not be accepted. Performance Security equal to 5% of the contract price will be required from the successful bidder in accordance with the Punjab Procurement Rules.

Important conditions: Manual, postal, courier, or hand-delivered bids will not be accepted. Bids must remain valid for 60 days from opening. The procuring agency reserves the right to accept/reject bids or vary quantities. All rules and procedures of the Punjab e-Procurement System and Punjab Procurement Rules, 2014 (as amended) apply.
