E-Tender: Revamping & Upgradation of Halls & Art Gallery, Lahore Art Council (Alhamra)

Communication & Works Department, Government of Punjab (5th Buildings Division, Lahore) invites e-tenders through EPADS for the listed works. Bidders must be enlisted/renewed with PEC for the current financial year in category C4 or above and hold the required specialization code CE10 or EE04. Registration on EPADS (https://procure.gop.pk / http://punjab.eprocure.gov.pk) is mandatory. Tender documents, DNIT and terms & conditions are available to registered bidders on EPADS and the PPRA Punjab website (http://ppra.punjab.gov.pk). Manual bids will not be accepted.

Key submission requirements:

- Earnest money: 5% of the estimated DNIT cost in the form of CDR / Bank Draft / Cashier's Cheque from a scheduled bank. The original CDR/ draft / cheque must be produced to the Executive Engineer, 5th Building Division Lahore / Tender Opening Committee on or before bid closing time; otherwise the online bid will not be entertained.

- Conditional tenders and tenders not accompanied by earnest money will be rejected.

- Contractors must produce original PEC license showing required specialization code.

Submission & opening deadlines (online via EPADS):

- Last date for submission of Technical & Financial bids on website: 22.07.2026 till 12:00 PM

- Opening of Technical bids on website: 22.07.2026 at 12:30 PM

- Opening of Financial bids: Will be conveyed after evaluation through EPADS.

Procurement will follow PPRA Rule 38 (single stage two envelope). The procuring agency reserves the right to accept or reject any bid or proposal as per PPRA rules. For queries and participation, register and submit bids on EPADS.
