CDA Invitation to E-Bid: Development of Capital House, Sector F-5, Islamabad

The Capital Development Authority (CDA), Procurement & Contract Agreement-I, invites e-bids from contractors / joint venture firms with relevant experience for the Development of Capital House in Sector F-5, Islamabad. The contract will be executed on an EPC basis; the EPC Contractor will be responsible for compliance with specifications and standards and to provide a complete solution as per the bidding document.

Key conditions and instructions:

- Bids will be evaluated under Rule 36 (d) Two-Stage Two-Envelope procedure as prescribed under the Public Procurement Rules, 2004, and e-Procurement Regulations 2023. Technical and financial proposals should follow the two-envelope requirements.

- The Technical/Financial bid must be accompanied by a Bid Security (refundable) in the form of Pay Order/CDR/Bank Guarantee in favor of DDO (Procurement & Contract), CDA, issued by a scheduled bank in Pakistan. Original bid security must be submitted prior to opening of technical bids as per bidding document instructions.

- Bidders must be registered on and submit bids through the eprocure.gov.pk E-PADS portal. Bidding documents, detailed conditions of contract and requirements are available on EPADS and can be downloaded; the bidding documents effective date is 2026-07-20.

- CDA reserves the right to accept or reject any or all bids in accordance with applicable procurement rules.
