Pakistan Navy Tender – Provision of Pollution Control & Sea Debris Removal Services (PN Dockyard, Karachi)

Issuer: Environmental Protection Officer, Pakistan Navy Dockyard (Commander Dockyard & Naval Harbor Master, Karachi). Pakistan Navy invites technical and financial proposals in sealed envelopes from reputed GST, SST and Income Tax registered firms for the provision of services listed below.

How to apply: Terms, conditions and bidding documents (including evaluative criteria) may be obtained from PN Dockyard (CD/NHM (K) Sectt / EPO) on submission of: firm’s GST registration & NTN certificate copies, bid security of 2% of total contract value (refundable) paid by pay order/crossed cheque, and a non-refundable tender fee of Rs. 3,000 for suppliers registered or unregistered with PN.

Submission & opening: Technical and financial proposals for each service must be submitted separately in sealed envelopes addressed to the Environmental Protection Officer, PN Dockyard. Bids shall reach by 10:00 AM (closing time) on 20 Jul 2026 and will be opened at 11:00 AM on 20 Jul 2026 in the presence of bidders or their representatives. Single-stage, one-envelope bidding will be conducted.

Contract award & guarantees: Contracts will be awarded for one year (FY 2026-27) to the lowest evaluated responsive bidder. The successful bidder must deposit a performance guarantee of 6% of the total contract value (refundable) in the form of pay order or bank guarantee. Two percent of the bid security will be returned upon receipt of the performance guarantee. Bids are valid for 90 days. A standard integrity pact must be submitted as per bidding documents. CD/NHM (K) reserves the right to reject any or all bids.
