Ministry of Energy (Power Division), Project Implementation Unit — Electricity Distribution Efficiency Improvement Project (EDEIP) invites Expressions of Interest (EOI) from qualified PR & Media Relations firms to provide communications, public relations and media relations services for the Project’s National CNIC-to-Meter Linkage Campaign and related media work.

| Scope of Services | Provide PR and media relations services including nationwide and regional PR campaigns, media monitoring (print, broadcast, digital), reactive media management (rebuttals, crisis communications), and targeted outreach to low-income/underserved populations. |
| Eligibility & Experience | Consulting firms or consortia must demonstrate required qualifications and relevant experience. Key requirements include: minimum 10 years documented experience in public relations/media relations/communications; management of at least three large-scale PR campaigns (one nationwide and one targeting low-income/underserved populations); demonstrated media monitoring and reactive media management experience for government or large institutional clients; submission of brochures, descriptions of similar assignments, CVs of proposed staff, availability and financial/turnover information as requested. |
| Selection Method | Consultant will be selected in accordance with Consultant Qualification Selection (CQS) and World Bank Procurement Regulations (IPF Borrowers, February 2021). |
