Ministry of Planning, Development & Special Initiatives (Admin-II Section) invites e-applications for pre-qualification from reputed firms/contractors based in Rawalpindi and Islamabad for works at the Ministry ('P' Block and its premises) for the financial year 2026-27.

Eligibility: Firms/contractors must be based in Rawalpindi or Islamabad, hold a vendor number issued by the AGPR, be registered with the Income Tax and Sales Tax Departments, have active taxpayer status, and be registered with the Pakistan Engineering Council (PEC) for civil works where applicable.
Pre-qualification document: Electronic pre-qualification document with detailed requirements, terms and conditions is available on EPADS 2.0 at www.epads.gov.pk and on www.ppra.org.pk.
Submission: Electronic proposals must be prepared in accordance with the pre-qualification document and submitted via EPADS 2.0. Manual bids will not be accepted. Deadline for submission: 2026-09-04 by 10:00 hrs. Electronic proposals will be opened the same day at 11:00 hrs on www.epads.gov.pk.
Additional information: Notification of the Grievance Redress Committee (GRC) constituted under Rule 48 of the Public Procurement Rules, 2004 is available on the Ministry's website and on EPADS and PPRA websites.
