E-Tender Notice (Framework Contract) – Police Department (Operations), Lahore FY 2026-2027

Deputy Inspector General of Police, Operations Lahore invites electronic bids (E-Bids) from well reputed and financially sound firms registered with Income Tax, Sales Tax Departments and Punjab Sales Tax (where applicable) for framework contract for the financial year 2026-2027 under Punjab Procurement Rules.

Procurement is lot-wise. Bidding documents, terms & conditions and requirement specifications can be downloaded online from the Punjab Procurement Regulatory Authority (PPRA) and EPADS e-procurement websites. Bids must be submitted online through the E-Procurement (EPADS) system only.

Important submission and bid conditions:

- E-Bids must be received by 2026-09-22 until 11:00 AM. Bids will be opened the same day at 11:30 AM in the presence of bidders or their authorized representatives as per PPRA Rule 30(1).

- Original bid security (as per Rule 27 of PPRA 2014, Chapter V-II) equal to 3% of the estimated cost must be submitted in a sealed envelope clearly marked with the bidding document number and title. It may be in the shape of CDR/Bank Guarantee/Demand Draft/Pay Order in favor of DIG/Operations, Lahore and must reach before the E-Bid submission deadline.

- On acceptance of the tender, the successful bidder shall deposit a performance guarantee under PPRA Rules 2014 (Section 56, Chapter-VII) @ 1% to 5% of the total contract value. The performance guarantee will be refundable on successful completion of the contract.

- Lot-wise E-Bids should comprise a single package containing technical and financial proposals (inclusive of all taxes) and must be submitted online in strict conformity with the bidding document. The procurement will follow the "Single Stage Two Envelope" procedure if specified in the bidding documents; technical samples/brochures etc. where required shall be mandatory.

- All procurement correspondence and bidding shall be conducted through the EPADS and PPRA e-procurement portals. Late or incomplete bids will not be considered.
