Police Department (City Police Officer Rawalpindi) invites sealed bids for framework contracts for miscellaneous items on FOB basis for the financial year 2026-27 under Punjab Procurement Rules 2014 (amended). Key submission & bid details:
- Submission method: Mandatory e-procurement via Punjab e-procurement System (eP): https://ep.punjab.gov.pk/. Bids must be uploaded by 28-09-2026 up to 10:30 AM. Technical and financial bids will be opened the same day at 11:00 AM through the eP Acquisition & Disposal System in the presence of the procurement committee and participating firm representatives.
- Bidding rules: Single Stage - Two Envelope procedure as per Punjab Procurement Rules 2014 (amended). Bids uploaded/received after the intimated time will be rejected.
- Bid security: 2% of the estimated cost must be submitted/released in e-procurement (PSID) from a Scheduled Bank of Pakistan.
- Taxes & validity: All rates must be inclusive of GST/PST and all government taxes. Taxes valid till 2027-06-30.
- Mandatory documents: Active NTN and Sales Tax registration, professional tax, Punjab Sales Tax (on services/purchases) return, Income Tax certificate on firm letterhead, Police Character Certificate, and a performance affidavit on stamp paper (PKR 3,000) declaring the firm is not defaulter/disqualified or involved in criminal litigation/conviction.
- Delivery & performance guarantee: Supplier must provide genuine spare parts and samples on request. Accepted bidders will supply items within 7 days of issuance of supply order. Successful bidders must deposit 3% performance guarantee via PSID in eP within the specified period; it will be refunded on successful completion and NOC from the indentor.
