Issuer: Federal Board of Revenue (FBR), Revenue Division, Government of Pakistan. FBR invites sealed bids from eligible and experienced institutions for the design, delivery and certification of professional upskilling programs for Grade-19 officers of FBR.
Scope: Structured, modular, certification-based training in specialized subject areas essential for modern tax administration. The services will be delivered over a period of three years, targeting approximately 500 officers. The selected Service Provider will design, customise and schedule content to FBR requirements, manage delivery/logistics and award certifications. The contract covers end-to-end delivery including pre-service needs analysis, curriculum development, training delivery, assessments and final examinations.
Eligibility: Registered educational/training institutions with demonstrable experience in delivering technical and professional education/training at national or international level. Bidders must have capacity in instructional design, adult learning methodology, faculty deployment and examination/assessment administration. All bidders must be registered on e-procurement (EPADS) and compliant with tax regulations (valid Income Tax and Sales Tax registrations where applicable).
