DGIP Tender: Procurement of Automated Security Document Verification Systems & Forensic Equipment (Closing 2026-09-14)

Issuer: Directorate General of Immigration & Passports (DGIP), Mauve Area, Sector G-8/1, Islamabad. Sealed technical and financial proposals are invited for procurement of automated security document verification systems, a video spectral comparator and compatible allied forensic equipment under Tender No. 01/02/26/Forensic/DGIP.

Tender documents and detailed technical specifications are available from the Logistics Section of DGIP (Room No. 207) on formal request upon payment of a non-refundable fee of Rs.5,000/- in the form of a Bank Draft/Pay Order in favor of Director General I&P.

Key terms and submission details:

• Proposal procedure: Single stage, two-envelope procedure under PPRA Rules. Technical and Financial Proposals must be submitted in separate envelopes clearly marked “Technical Proposal” and “Financial Proposal”. Tender No. 01/02/26/Forensic/DGIP must be written on the top of both envelopes.
• Deadline for submission: Proposals must reach the undersigned on or before 2026-09-14 at 03:00 PM.
• Opening of technical proposals: 2026-09-14 at 03:30 PM in the Conference Room of DGIP. Financial proposals of only technically qualified firms will be opened later at an announced date/time.
• Tender security: Original tender security totaling Rs.8,992,000/- is required (Lot-1: Rs.8,925,000; Lot-2: Rs.67,000) to be attached with the Financial Proposal in the form of Pay Order/Demand Draft/Bank Guarantee in favor of DGIP.
• Quantities may be increased or decreased. All taxes will be charged as per Government rules.
• Delivery schedule: Successful companies shall deliver the forensic equipment within 16 to 20 weeks after signing of the contract.
• Procedure and rights: Directorate General Immigration & Passports reserves the right to cancel or reject the tenders under Rule 33 of the Public Procurement Rules, 2004. Incomplete or bids without required bid security will not be entertained.
