Issuer: Federal Government Employees Housing Authority (FGEHA), Office of Director JVP, Islamabad. Procurement Method: Single Stage–Two Envelope (SSTE) under Rule 36(b) of the Public Procurement Rules, 2004. Electronic submission is mandatory via EPADS v1.0; bidders must be registered on EPADS.
FGEHA invites technical and financial proposals for concession/lease-based establishment, finance, design, build, operate, maintain and transfer of the following projects on a gross-revenue sharing/partnership basis:

Key submission and process details:
- Pre-bid meeting: 2026-08-31 at 13:00 in the FGEHA committee room, 10-Mauve Area, Sector G-10/4, Islamabad.
- Last date for electronic submission and bid security upload: 2026-09-16. Technical proposals will be opened on 2026-09-16 at 12:30 PM via EPADS v1.0. Financial proposals of only technically responsive bidders will be opened later and notified via EPADS.
- In addition to online submission, original Bid Security and any hard-copy documents specifically required by the RFP must be delivered to the R/A Section, FGEHA Head Office (10-Mauve Area, Sector G-10/4, Islamabad) before the bid submission deadline. Hard copies are for verification; evaluation will be based on EPADS submissions.
- Bidders already registered on EPADS v1.0 should use their credentials. New bidders must register on EPADS prior to submission. Submission of scanned copy of the prescribed bid security must be uploaded along with the Technical Proposal by the bid submission deadline; failure to do so will render the bid non-responsive.
Eligibility & other instructions:
- Qualification, experience and other eligibility requirements are as specified in the RFP; prospective bidders will be post-qualified on the basis of information provided in the Technical Proposal.
- FGEHA reserves the right to accept or reject any/all bids as per applicable rules. Taxes and duties are payable by the bidder as applicable.
