NEPRA Notice of Hearing: Petition for Modification of Tariff Determination — NPPMCL Havel Bahadur Shah (HBS) Project

National Electric Power Regulatory Authority (NEPRA) has scheduled a public hearing on a petition filed by National Power Park Management Company (Pvt.) Ltd (NPPMCL) regarding modification of the tariff determination for its Havel Bahadur Shah (HBS) power project. The petition was filed on 2025-02-03. All stakeholders, interested/affected persons and the general public are invited to attend or submit comments as provided by NEPRA Rules.

Key issues listed for the hearing include:

1. Whether the bidding process was carried out in line with PPRA rules.
2. Whether the petitioner’s claimed amount of Rs. 3,969.13 million and the already NEPRA-approved maximum cap of Rs. 3,188.33 million are justified.
3. Whether costs requested on account of site housing colony are covered under Clause 70 of the Contract.
4. Whether delay in construction of the project resulting in price escalation is justified.
5. Any other issues considered by the Authority during the hearing.

Participation instructions: Under Rules 6 & 7 of NEPRA (Tariff Standards & Procedure) Rules, 1998, any interested person wishing to participate must file an intervention within seven (07) days from the date of publication of this notice and must provide the name and address of the person filing the same and the manner in which such person is likely to be substantially and specifically affected by the petition.
