Issuer: Capital Development Authority (CDA), Environment Wing (DDO-II Environment). CDA invites electronic Requests for Proposals (RFPs) for hiring Transaction Advisors to prepare feasibility studies and provide transaction advisory services under Public-Private Partnership (PPP) mode for multiple development and operations projects in Islamabad. Selection will follow the applicable Public Procurement Rules and PPP procedures; bidders must hold valid registrations (GST, NTN) and meet the eligibility criteria set out in each Package RFP.

How to apply: Complete RFP documents for each Package (detailing scope, eligibility, qualifications and draft contract terms) are available via the CDA e-procurement system. Proposals must be prepared and submitted in accordance with each Package RFP. Electronic submission/upload through the federal e-procurement portal (EPADS / eprocure.gov.pk) is required as per instructions in the RFP Data Sheet. Original/hard-copy requirements and other submission details are specified in each Package RFP.
Notes & requirements: Each Package requires a separate proposal and separate bid security. Selection will follow the prescribed PPP/procurement rules and quality/cost based selection procedures. Prospective bidders must be registered and eligible as per RFP conditions.
