Walton Cantonment Board Lahore Tender: Solid Waste Management Services (3-Year Contract)

Purpose: Electronic bids are invited through ePADS 2.0 from experienced contractors/firms for provision of comprehensive Solid Waste Management Services in the Walton Cantonment Board jurisdiction. The contract is performance-based for a period of three (03) years, extendable on mutual consent.

Eligibility & key requirements: Minimum three (03) years proven experience in similar solid waste management services; registration with relevant Inland Revenue/Tax authorities; submission of bids electronically via ePADS 2.0 under the Single Stage – Two Envelope procedure (separate Technical and Financial proposals); bid validity 120 days; bid security as specified (see table).

Scope of works (highlights): door-to-door collection, collection and transportation, safe disposal at WCB-approved authorized disposal locations, cleaning of roads, nullahs and open areas, removal of horticultural waste, dead animals and debris, maintenance of designated rubbish/waste collection points, 24/7 service, provision of required equipment, machinery, vehicles, manpower, PPE and other operational resources, and meeting prescribed KPIs under the Performance-Based Service Model.

Procurement method & evaluation: Quality and Cost Based Selection (QCBS) through ePADS 2.0 in accordance with Public Procurement Rules, 2004. Technical evaluation and financial evaluation will be applied as per the RFP. All documents and bids must be submitted electronically via ePADS 2.0.
