Issuer: Sukkur IBA University, Project Director, Sukkur IBA University.
Purpose: Request for Proposals (RFP) from eligible, reputable and experienced engineering consulting firms for detailed engineering, design and supervision consultancy for the project titled “MDS Campus-II (Phase-I) – MV/LV Power Distribution System along with Substation-II at Campus-II”. Firms must demonstrate relevant experience, qualified personnel and submit technical and financial proposals separately with references of similar projects.

| Key Eligibility Requirements | Valid Pakistan Engineering Council (PEC) registration in relevant category/discipline; valid tax registration with FBR/Income Tax Authorities and Sindh Revenue Board (SRB); minimum 05 years of relevant engineering consultancy experience (particularly in MV/LV power distribution systems and substation projects); demonstrated experience in successfully completed similar consultancy assignments; audited financial capacity supported by audited financial statements for the last 05 financial years; firms must not be blacklisted/debarred/suspended by any Government/Semi-Government organization; consortium/joint venture permitted if clearly identified. |
| Bid Security / Fees | Submission of Bid Security: Rs. 50,000/- (to be submitted with the Technical Proposal). Technical proposal must include company profile, business profile, technical expertise and relevant project experience. An undertaking confirming authenticity of submitted documents required. |
| Procurement Method | Quality and Cost Based Selection (QCBS) method. Tender/RFP documents may be downloaded from Sukkur IBA website and the Public Procurement Regulatory Authority portal. |
