RFP / Tender for TA/DA for Players & Officials of Merged Areas — Directorate of Sports, Khyber Pakhtunkhwa

Issuer: Directorate of Sports (Merged Areas), Sports & Youth Affairs Department, Government of Khyber Pakhtunkhwa. Purpose: Request for Proposal (RFP) / e-bids for provision of One-Time Travel Allowance / Daily Allowance (TA/DA) to players and officials from the Merged Areas participating in sports events held in Peshawar.

Scope: The RFP covers the following packages:

Eligibility & Mandatory Requirements:

• Bidders must be registered with the State Bank of Pakistan (as applicable) and have valid income and sales tax registration and active tax payer status.
• Bidders must be registered with the Federal Board of Revenue (FBR) and the Khyber Pakhtunkhwa Revenue Authority (KPRA) and must appear on the Active Taxpayer List (ATL) of both FBR and KPRA.
• Relevant experience and registration documents with competent authorities are required as per the bidding documents.

Bid Submission & Guarantee:

• Bids must be submitted electronically via the e-PADS/e-portal and an original hard copy submitted to the Directorate of Sports (Merged Areas), Peshawar Sports Complex, Peshawar Cantt, as stated in the tender documents.
• Each bid must be accompanied by a bid security in the shape of a demand draft/pay order/bank guarantee amounting to 2% of the quoted bid price. E-bids without a digital copy of the bid security will be rejected.
• Bids will be evaluated under the Khyber Pakhtunkhwa Procurement Rules, 2014 with separate technical and financial evaluations. Non-conforming bids will be rejected.
• Bidders must keep their e-bids valid for 90 days from the date of e-bid submission.

Other Important Terms:

• A pre-bid meeting will be held at the Directorate of Sports (Merged Areas); refer to the downloaded bid documents for the exact date, time and venue.
• Any bidder providing false or forged information or documents will be disqualified and may be blacklisted.
• The department reserves the right to cancel the tender process at any stage in accordance with KPRA/KPPRA rules without assigning any reason.
