The Office of the Executive Engineer, Public Health Engineering Division Buner (PHED) invites bids through the E-pads system for construction of drinking water supply and sanitation schemes on need basis in Khyber Pakhtunkhwa (ADP No 202/180616). Bids must follow Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules 2014 and related notifications.

Key eligibility and requirements:
- Valid Pakistan Engineering Council (PEC) registration (CE-09 and CE-10 where applicable).
- Valid Provincial Enlistment registration/renewal with Enlistment Committee for year 2026-27.
- Registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and active taxpayer status.
- Bid security and additional security to be deposited as per KPPRA Notification SRO (14) Vol:1-24/2021-22 dated May 10, 2022 (6058-71).
- Bid security of 1st, 2nd and 3rd shall be retained till approval of bids.
- All federal and provincial duties/stamp duty/taxes including sales tax will be recovered as per government directives.
Application and document instructions:
- Bidding documents including Tender Form and BDQ can be downloaded from the E-pads website: www.epads.gov.pk.
- Eligible bidders must submit original bids through courier accompanied by the earnest money/call deposit in favor of the undersigned. The original bid and call deposit must reach the Executive Engineer, PHED Division Buner by the specified time and date.
- Tender documents must be received by 12:00 PM; opening will be at 12:30 PM on the same date in the presence of bidders or their authorized representatives.
- Bidders must upload and attach hard copies of all relevant documents (PEC, CNIC, C&W Enlistment/License, KPPRA COR, and rate above/below AT PAR form). Incorrect or false information will disqualify the bidder.
- Noncompliance with any term/condition will result in rejection. The competent authority reserves the right to reject any or all bids.
