FGEHA Invitation for Proposals — Establish & Operate English Medium College and Community Centre on Revenue-Sharing Basis in Islamabad

Federal Government Employees Housing Authority (FGEHA), Ministry of Housing & Works, invites sealed Proposals under the Single Stage–Two Envelope (SSTE) procedure for concession arrangements to establish and operate educational and community facilities on a gross revenue-sharing basis in Islamabad. The concession period is 20 years, extendable once for up to 10 years at FGEHA's sole discretion. Proposals must be submitted electronically via the e-Procurement/EPADS platform.

Key Instructions & Eligibility: Technical and Financial Proposals must be submitted electronically via EPADS in accordance with RFP documents. A scanned copy of the prescribed Bid Security must be uploaded with the Technical Proposal. Bidders must be registered on EPADS; documents submitted on EPADS v1.0 will be considered. The procurement follows Public Procurement Rules, 2004. Incomplete, conditional or late proposals will be rejected. Misleading or false information may lead to disqualification and blacklisting.

Pre-bid Meeting: 2026-08-31 at 13:00 in the FGEHA committee room, 10-Mauve Area, Sector G-10/4, Islamabad.

Submission Deadline: Technical and Financial Proposals must be submitted via EPADS no later than 12:00 PM on 2026-09-16. Technical proposals will be opened on 2026-09-16 at 12:30 PM via EPADS; financial proposals of only technically responsive bidders will be opened later on a date to be communicated.
