How to apply and tender conditions:
- Tender documents and bidding are handled online through the KP EPADS portal: https://kp.eprocure.gov.pk. Interested bidders must be registered on EPADS to download documents and participate in e-bidding.
- Non-refundable tender document fee: Rs. 5,000 per tender (payable via EPADS during download).
- Bid Security: Each bid must be accompanied by a Bid Security of Rs. 100,000 (Rupees One Hundred Thousand only) in the form of a Call Deposit Receipt (CDR), Pay Order, or Bank Draft issued by a scheduled bank in favour of the Principal, Karnal Sher Khan Cadet College. The original instrument must be submitted to the Vice Principal's office on or before the bid closing date/time.
- E-Bid submission deadline (online via EPADS): 2026-09-16 by 10:30 AM. Manual/physically submitted bids without online EPADS submission will not be entertained.
- Bid opening: Electronic bids will be opened in the presence of the Tender Opening Committee at 11:30 AM on 2026-09-16.
- Eligibility and compliance: Only firms registered with relevant authorities and holding a Federal Board of Revenue (FBR) Active Taxpayer Status (NTN and ATL) at the time of submission are eligible. Bidders must submit an affidavit on stamp paper affirming they are not blacklisted by any Federal or Provincial Government Department, Autonomous Body, Semi-Government Organization, or Public Sector Organization.
- Additional conditions: Procurement will follow KPPRA Rules 2014 and EPADS regulations. The procuring entity reserves the right to accept/reject any or all bids as per rules. Rejection criteria include conditional, incomplete, unsigned, or late bids.
