Communication & Works Department, Government of Punjab — Tender Notice (Single Stage Two-Envelope)

Communication & Works Department, Government of Punjab invites sealed tenders under Rule 38 (Single Stage Two-Envelope procedure) from contractors/firms registered with or renewed by Pakistan Engineering Council (PEC) for the relevant financial year. Bidders must possess PEC category C-8 or above with relevant specialized code CE-10 (and must produce valid PEC registration/certificate).

Key instructions:

• Tenders will be processed through the Single Stage Two-Envelope procedure as per Rule 38.
• Bids shall be submitted online via the Punjab e-Procurement System (https://eproc.punjab.gov.pk). Tender documents and detailed DNIT are available on the e-Procurement portal and the Punjab PPRA website.
• Bid security equal to 5% of the quoted DNIT amount must be submitted (in the form and manner specified in the tender documents, commonly CDR/Bid Bond) and originals of required documents must be submitted to the procuring agency before opening of the technical envelope as instructed in the e-procurement/tender documents.
• Only those contractors who meet the eligibility/qualification criteria and possess the required PEC category and code will be considered. Joint-venture firms must provide joint venture documentation and PEC certificates as required.
• The procuring agency reserves the right to accept or reject any or all bids as per applicable rules and to cancel tenders without assigning any reason.
