Engineering Consultancy Services Punjab (Pvt.) Limited (ECSP) invites sealed bids for the procurement of IT and office equipment. Eligible firms (firms/companies/sole proprietors/service providers) registered with relevant registration authorities and tax departments (Income Tax, Sales Tax & Punjab Sales Tax) may bid under the Single Stage–Two Envelope procedure in accordance with Punjab Procurement Regulations.

Submission and bidding details
- Bidding documents are available free of cost and may be downloaded from the Punjab E-Procurement System and PPRA website. Documents and bid submission must follow Regulation 16(4)(a) of the Punjab Procurement Regulations 2024.
- Bidders must upload encrypted e-bids (PDF) via the Punjab E-Procurement System portal (https://eproc.punjab.gov.pk). The Single Stage–Two Envelope bidding procedure applies; bidders may submit for any or all lots and must submit separate bids per lot.
- Original bid securities (in the form of CDR, Demand Draft or Bank Guarantee issued by a scheduled bank in Pakistan) must be submitted in hard copy to ECSP Head Office. Bid securities must be valid for at least 28 days beyond the bid validity period. Bid validity requirement: 90 days after bid submission.
- Technical bid opening for each lot will be held at ECSP Head Office (attendance by bidders' representatives permitted). Specific bid submission and opening dates/times are published on the e-Procurement portal and the bidding documents; bidders should consult the portal for the exact deadline.
Eligibility & other conditions
- Bidders must be registered with relevant tax and registration authorities. ECSP reserves the right to accept or reject any or all bids prior to acceptance without assigning any reason. All conditions mentioned in the bidding documents apply.
