E-Tender: Transport Services for Student Pick-and-Drop — Workers Welfare School Jhelum (2026–28)

Workers Welfare School (Boys) Jhelum, under Punjab Workers Welfare Board, Labour & Human Resource Department, invites e-bids from financially sound, experienced and income-tax-registered firms/companies for hiring transport services to provide pick-and-drop facilities to students for two academic years (2026–27 & 2027–28).

Key requirements and conditions

- Only bids submitted on the E-PADS portal will be accepted; manual bids are not allowed.

- Firms must be financially sound, experienced, and registered for income tax.

- Vehicles offered must be model 2015 or later (documentary evidence required).

- Earnest Money: Call Deposit Receipt (CDR) equivalent to 2% of the total estimated contract cost must be submitted in original to the school before the closing time of e-bid submission. Failure to submit the original CDR will result in rejection of the technical bid.

- Procurement will be conducted through the E-Pak Acquisition and Disposal System (E-PADS) portal managed by PITB/PPRA; all interested applicants must register on EPAD to be eligible to participate.

- The procedure follows the Single Stage Two Envelope method. Technical and financial bids must be submitted online in complete conformity. Bids not uploaded on EPADS or submitted by other means will not be considered.

- Participating firms should obtain at least 70% marks as per the technical evaluation criteria. All rates must be inclusive of applicable government taxes.

- Successful bidder must submit a Performance Guarantee in the form of CDR equal to 5% of the contract amount prior to or at the time of signing the contract.
