The Government of Pakistan, Ministry of Railways invites sealed Requests for Proposal (RFP) from well-reputed firms/consultants (duly registered with Income Tax and appearing on the FBR Active Taxpayers List) to provide Third-Party Validation (TPV) services for selected PSDP projects. Consulting firms may submit Technical and Financial Proposals under the Single Stage – Two Envelope procedure. Detailed Terms of Reference (ToRs), eligibility criteria and procurement procedure are available on the Ministry and PPRA websites.
Key eligibility and submission notes
- Firms must be registered for income tax and be on the FBR Active Taxpayers List (ATL).
- Proposals should follow the Single Stage – Two Envelope procedure (separate Technical and Financial proposals).
- ToRs and submission instructions available at: www.railways.gov.pk, www.pakrail.gov.pk and www.ppra.org.pk.
- Technical and Financial Proposals shall be submitted as instructed in the RFP. Interested firms may obtain further information from the respective project offices and the Deputy Chief Planning, Ministry of Railways.
