Tender — Improvement of Filtration Plant & Walking Track | Kharian Cantonment Board

Purpose: Invitation to bid for civil works comprising improvement of filtration plant and improvement of walking track at Cantt Sports Ground, Sadeer Bazar, Kharian Cantt. Bidding documents, instructions, specifications and BOQs are available from the Cantonment Board office during working hours or via the Cantonment Board Kharian website.

Key procurement information:

- Price of bidding documents: PKR 3,000 (non-refundable). Documents may also be downloaded from the Cantonment Board Kharian website.

- Bid security (earnest money): 2% of the estimated cost in the form of a Call Deposit in favour of Cantonment Board Kharian, issued by a scheduled bank. An affidavit confirming placement of the 2% security in the financial proposal must be attached to the technical proposal.

- Submission format: Single-stage, two-envelope procedure. Envelope 1: Technical Bid (including technical proposal and bidding document fee). Envelope 2: Financial Proposal (financial bid). Both envelopes to be enclosed in a single sealed outer envelope and delivered to the Office of Cantonment Board Kharian before the closing time.

- Proposal requirements: Technical proposals must be paginated with a table of contents; all pages signed and stamped. Blacklisted or litigating contractors will be declared non-responsive. Rates to two decimal places for evaluation.

- Performance guarantee: Contractors are required to provide performance guarantee in accordance with PPRA rules and provisions noted in the bidding documents (note on low bids and limits relative to MES Schedule of Rates).

Deadlines and opening:

- Technical and financial bids must be submitted by 2021-07-13 at 11:30 AM.

- Technical bids will be opened on 2021-07-13 (time of technical opening: 11:30 AM) in the presence of bidders.

- Financial bids of only technically responsive and qualified bidders will be opened on 2021-07-13 at 12:00 PM.

Additional notes: All applicable taxes will be deducted as per government rules. The Cantonment Board Kharian reserves the right to accept or reject any or all tenders as per PPRA and Cantonment Board rules.
