Rawalpindi Cantt E-Bidding Notice – Desilting of Drains (EPADS v2.0)

Issuer: Military Lands & Cantonments Department, Rawalpindi Cantonment Board. The Board invites electronic bids from reputable firms registered with the Pakistan Engineering Council (PEC) and holding valid NTN for the desilting and related maintenance of drains/nullah located in Rawalpindi Cantonment.

Key conditions and submission instructions:

- Bidding documents are available only on the PPRA and EPADS v2.0 portals; no hard copies will be issued. Firms must be registered on EPADS v2.0 to participate.

- Bids must be prepared as per bidding instructions and submitted electronically through EPADS v2.0.

- Submission deadline: 2026-07-16 at 13:00; bid opening: 2026-07-16 at 13:30 (same day).

- Manual submissions will not be entertained. Original Call Deposit Receipt (CDR) for bid security must be submitted prior to opening of bids in favor of the Cantonment Executive Officer, Rawalpindi Cantonment Board.

- Procurement method: Open Competitive Bidding under Single Stage One Envelope procedure in accordance with PPRA Rules (including Rule 36(a) and Rule 48 provisions). A Grievance Redressal Committee (GRC) has been constituted.

- The successful contractor will be responsible for clearing, cleaning and maintaining drains during the forthcoming monsoon season and ensuring drains remain free of blockages and obstructions up to 2026-09-30.

- Firms blacklisted by any Federal/Provincial/Local Government or Semi-Government organization are ineligible.

- The Cantonment Executive Officer, Rawalpindi Cantt reserves the right to accept or reject any or all bids in accordance with PPRA rules without assigning any reason.
