CDA e-Bid Invitation — Construction of Government Officers' Residences, Diplomatic Enclave & G+5 GOR Building, Islamabad

Issuer: Capital Development Authority (CDA), Procurement & Contract Agreement-I (P&C-A).

Project: Construction of Government Officers' Residence (ICT) in Diplomatic Enclave, Islamabad; Construction of Multi-Storey GOR Building (G+5); Infrastructure development and construction of houses.

Eligibility: Firms must be reputed and registered with the Pakistan Engineering Council (PEC) with valid registration in relevant categories and project codes CE-01, CE-09, CE-10, CE-12, EE-04, EE-07, ME-02 & ME-03 for 2026-2027, and must meet qualification/eligibility requirements in the bidding documents.

How to apply / submit bids:

• Electronic bids will be accepted under Single Stage – Two Envelope procedure via the government e-procurement portal (E-PADS / eprocure.gov.pk).
• Bidding documents, detailed requirements, terms and conditions are available on the e-procurement portal and the PPRA website.
• Bids must be accompanied by Bid Security in the form of Pay Order / CDR in favor of the DDO (Procurement & Contract), CDA. A scanned copy of the bid security must be uploaded with the online bid; the original Pay Order / CDR must be provided to the office of the Director (P&C-A), CDA as specified in the bidding documents.
• Prospective bidders must submit bids online through the e-procurement portal strictly in accordance with the bidding documents.
