C&W Highway Division Lower Dir: Tender for Emergent Repair of Roads & Bridges (EPADS)

Issuing authority: Communication & Works (C&W) Department, Highway Division Dir Lower, Government of Khyber Pakhtunkhwa. Electronic bids are invited via the E-PAD Acquisition & Disposal System (EPADS).

Procurement rules: KPPRA Procurement Rules, 2014, amended up to 10-05-2022. Bidders must submit e-bids through EPADS (https://kp.cprocure.gov.pk) as per KPPRA Notification No. S.R.O. (14)/Vol.1-24/2021-22 dated 10.05.2022.

Bid security: E-bidders must submit bid security electronically (in shape of CDR) with bank name, CDR number and date. The original bid security and any additional security instruments will be retained until signing of the contract with the best evaluated bidder or until bid validity period as per KPPRA (reference in text: S.R.O (29)/Vol.1-40/2025-26 dated 29.10.2025).

Eligibility and documents: Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under Finance Act No. 300 of 2013. Valid NTN/GST / taxpayer registration with FBR is required. Bidders with history of blacklisting or poor performance will not be considered.

Tender entry fee: 0.03% of the total tender cost to be submitted as an original CDR in a separate envelope in the name of the Executive Engineer, Highway Division Dir Lower before tender opening. Photocopies of CDR will not be accepted.

Bid submission and opening: Bid solicitation documents and instructions may be obtained from the Executive Engineer's office on working days or downloaded from EPADS before submission date/time. Venue for bid opening: Office of the Executive Engineer, C&W Highway Division Dir Lower. Financial bids must reach the office through registered courier before closing time; courier labeling may be authenticated and fake courier deliveries will be handled per law.

Other conditions: Funds release depends on Provincial Government policy; payments will be made accordingly. The competent authority reserves the right to reject any or all tenders under Rule 47 of KPPRA Rules 2014.
