Request for Expressions of Interest — Consulting Firm for Restructuring Ministry of Information Technology & Telecommunication (Digital Economy Enhancement Project)

The Government of Pakistan, Ministry of Information Technology and Telecommunication (MIoTT) — Digital Economy Enhancement Project (DEEP) — invites Expressions of Interest (EOI) from qualified consulting firms for the selection of a consulting firm for restructuring the Ministry of Information Technology and Telecommunication.

Eligibility and key requirements:

- Firms must have a minimum of ten (10) years of demonstrable, verifiable experience in similar assignments.

- Demonstrated experience completing at least three (3) projects of similar nature and complexity within the last ten (10) years, with a focus on public sector transformation.

- Adequate managerial and organizational capacity, analytical tools, methodologies, and dedicated teams to carry out institutional diagnostics, change management, and restructuring tasks as defined in the ToR.

- Firms may associate with other firms to enhance qualifications (joint venture or sub-consultancy), but the form of association must be clearly indicated in the EOI.

- Procurement and selection will follow the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) and the firm must comply with the Bank’s policy on conflict of interest.
