Pakistan Railways RFP — Outsourcing 5 Schools on PPP (Rehabilitate-Upgrade-Operate-Transfer)

Issuer: Director General / Education, Pakistan Railways (Headquarter Office, Empress Road, Lahore). Pakistan Railways invites proposals from reputable national firms/companies/consortia with education-sector experience to finance, modernize, expand, rehabilitate, upgrade, operate, maintain and transfer five Pakistan Railway schools on a Public-Private Partnership (PPP) Rehabilitate-Upgrade-Operate-Transfer (RUOT) basis for a concession period of 30 years (including a 2-year mobilization period).

Key requirements and procurement details:

• RFP documents, bidding documents and draft agreement are available for information from Pakistan Railways website (parkrail.gov.pk) and PPRA website (ppra.org.pk). A hard copy of bidding documents must be obtained from the Office of the Director General Education by paying Rs. 10,000 in cash (mandatory for participation).
• A pre-bid conference will be held on 25th June at 11:00 AM at the Directorate of Education, Pakistan Railways Headquarter Office, Empress Road, Lahore.
• Firms may apply for one or multiple school projects; however a separate proposal and separate bid security are required for each project applied for.
• Technical and financial proposals must be submitted in separate envelopes. Proposals must be stamped and signed and submitted by 2:00 PM on or before 15th July; technical proposals will be opened at 2:30 PM on the same day in the presence of bidders or their representatives who choose to attend.
• Pakistan Railways reserves the right to withdraw the bidding process at any time without giving any reason.
