Higher Education Department (HED), Government of Azad Jammu & Kashmir invites sealed bids from eligible, reputed and financially sound original manufacturers or their authorized distributors, firms, companies and suppliers registered with Income Tax and Sales Tax Departments and appearing on the Active Taxpayers List (ATL) of FBR/AJK CBR for procurement, supply, installation, development, upgradation and commissioning of items/services for Public Sector Colleges and HED offices across AJK.

Key instructions and dates:
- Bidding procedure: Single Stage-Two Envelope in accordance with Rule 36(b) of the AJK Public Procurement Regulatory Authority (PPRA) Rules, 2017.
- Bidding documents containing detailed specifications, scope of work, valuation criteria, terms & conditions and other related information can be obtained from the office of the Senior Chief (Development), HED against a written application. Tender documents will be issued on payment of non-refundable tender fee of Rs.5,000 per package (Demand Draft/Pay Order).
- Pre-bid meeting with interested bidders/firms will be held on: Friday, July 3, 2026 at 11:00 am (Committee Room, Jammu & Kashmir House, Sector F-5/2 Islamabad).
- Submission & opening: Sealed bids (one original and three copies) must be submitted in a single sealed outer envelope containing separately marked Technical and Financial bids.
- Submission deadline: Friday, July 10, 2026 (11:00 am). Technical proposals will be opened on Friday, July 10, 2026 (11:30 am) in the presence of bidders or their authorized representatives.
- Bid security in the prescribed form and amount, as mentioned in the bidding documents, must accompany the bids; otherwise bids will be treated as non-responsive. Tender fee and bid security shall be in favor of Senior Chief (Development), HED, GoAJ&K, Muzaffarabad.
