EOI: Consulting Firm for Restructuring Ministry of IT & Telecommunication (DEEP) - Islamabad

The Government of Pakistan, Ministry of Information Technology and Telecommunication (Digital Nation Pakistan), invites Expressions of Interest (EOI) from qualified consulting firms for selection of consulting services for restructuring the Ministry under the World Bank-financed Digital Economy Enhancement Project (DEEP).

Key eligibility and requirements (summary): consulting firms must have a minimum of ten (10) years of demonstrable verifiable experience in similar assignments; completion of at least three (3) projects of similar nature and complexity in the last ten years focusing on public sector transformation; demonstrated experience in institutional design, organizational restructuring, capacity building and change management; ability to provide a pool of key experts and dedicated team to deliver the assignment. Firms may form joint ventures or associate with others but must clearly indicate the form of association and lead firm.

Selection & submission instructions: Selection will follow the World Bank’s Consultants’ Qualification-based Selection (CQBS) and Procurement Regulations for IPF Borrowers.
