Pakistan Railways RFP: Outsourcing 5 Railway Schools on PPP (Rehabilitate, Upgrade, Operate & Transfer)

Issuer: Director General (Education), Pakistan Railways Headquarters, Empress Road, Lahore. Pakistan Railways invites proposals (RFP) under Public-Private Partnership (PPP) mode to rehabilitate, upgrade, operate and transfer (RUOT) selected Pakistan Railway schools for a concession period (including 2 years mobilization period).

Purpose: Outsourcing of operational Pakistan Railway schools to qualified firms/companies/consortia with experience in the field of education for rehabilitation, upgrade, operation and eventual transfer under a PPP concession.

RFP / Participation Details:

- RFP, bidding documents and draft agreement are available for information on Pakistan Railways website and PPRA website. A hard copy of the RFP must be obtained from the Directorate of Education by paying a mandatory non-refundable fee of PKR 10,000 in cash to participate.

- A pre-bid conference will be held on 2026-06-25 at 11:00 AM at the Directorate of Education, Pakistan Railways Headquarters, Empress Road, Lahore.

- Firms may apply for one or more of the listed schools. Technical proposals will be opened in the presence of bidders or their representatives on the same day and time stated for opening.

- Deadline for submission of bids/proposals: 2026-07-15 by 02:00 PM. Technical proposals will be opened at 02:30 PM on the same day.
