EOI: Consulting Firm for Restructuring Ministry of IT & Telecom — Digital Economy Enhancement Project

Government of Pakistan — Ministry of Information Technology and Telecommunication (Digital Nation Pakistan) invites Expressions of Interest (EOI) from qualified consulting firms for restructuring the Ministry of Information Technology and Telecommunication under the Digital Economy Enhancement Project (DEEP).

Key eligibility and requirements:

• Consulting firm must have a minimum of ten (10) years documentary verifiable working experience.
• Must have completed at least three (3) projects of similar nature and complexity, focusing on public sector transformation, within the last ten (10) years from the date of EOI submission.
• Should demonstrate managerial experience, logistical capacity, access to research and analytical tools relevant to organizational assessment and restructuring.
• Must demonstrate a pool of key experts and dedicated teams available to carry out deliverables and TORs.
• Firms may associate with other firms (joint venture or sub-consultancy). In case of a joint venture, all partners will be jointly and severally liable.

How to obtain documents: The Terms of Reference (TORs) and procurement documents may be obtained from the Project Management Unit (PMU) during working weekdays (10:00 AM to 03:00 PM Pakistan Standard Time).

Selection and other notes: Consultants will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers. Consultants may associate with other firms to strengthen proposals; associations must be clearly indicated.
