Pakistan Railways PPP Tender: Outsourcing 5 Railway Schools for Rehabilitation, Upgrade, Operate & Transfer (RUOT)

Issuer: Pakistan Railways, Headquarter Office Lahore (Directorate General – Education). Pakistan Railways invites proposals to outsource 05 school locations on a Public-Private Partnership (PPP) Rehabilitate, Upgrade, Operate & Transfer (RUOT) basis for a concession period (including 2 years mobilization) to finance, modernize, expand, rehabilitate, upgrade, operate, maintain & transfer on revenue-sharing basis.

• Download Request for Proposal (RFP), Bidding Documents and Draft Agreement from Pakistan Railways website (www.railways.gov.pk) or PPRA website (www.ppra.org.pk) or collect from the office of DG/Education.
• Non-refundable document fee: Rs. 10,000 (in cash) is mandatory for participation.
• Firms/companies may apply for one or more projects; however, a separate proposal and separate bid security are required for each project applied for.
• Proposals must be submitted as separate sealed Technical and Financial envelopes.

Important dates & submission address:

• Pre-bid conference: 2026-06-25 at 11:00 AM at Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore.
• Submission deadline (last date for bids): 2026-07-15 by 02:00 PM. Technical proposals will be opened at 02:30 PM on the same day in the presence of bidders or their representatives who choose to attend.
