Government of Pakistan, Planning Commission (Ministry of Planning, Development & Special Initiatives) invites Expressions of Interest (EOI) / Request for Proposals (RFPs) from reputable firms (single entity, joint ventures or consortia) and individual consultants for third-party monitoring, evaluation, validation, inspection and design review (TPM/E/VI/DR) services for Public Sector Development Programme (PSDP) projects.
Eligible firms/consultants must be duly registered with relevant professional bodies (for example Council of Architecture & Town Planners, SECP, income tax authorities) and be on the Active Taxpayer List (ATL) of FBR. The selected panel(s) will cover one or more of the sectors listed below. Individual consultants and firms on the panel will remain valid for up to two years (i.e., until June 2028).

How to apply: Detailed Terms of Reference (ToRs) and eligibility criteria are available on the Planning Commission website (www.pc.gov.pk) and the Public Procurement Regulatory Authority (PPRA) website (www.ppra.gov.pk). Interested firms/consultants must upload proposals on the PPRA e-portal and are required to submit a hard copy of the proposal (clearly indicating the relevant sector/package) to the office of the Project Director (M&E), Projects Wing, Ministry of Planning, Development & Special Initiatives, at the address below. Pre-qualified firms registered/listed with the Planning Commission will remain active until the fresh procurement process is completed.
