C&W Highway Division Abbottabad Tender — AOM&R / Emergency Road Works in District Abbottabad (PEC C-6)

Government of Khyber Pakhtunkhwa, C&W Highway Division Abbottabad invites sealed e-bids (Single Stage Single Envelope E-PAD System) for AOM&R / Emergency nature works to all roads in District Abbottabad for the year 2026-27. Bidding documents and instructions are available from the C&W office or may be downloaded from the C&W website and KPPRA portal.

Key submission & eligibility requirements

- Bids must be submitted electronically through the E-PAD system. See C&W website (www.cwd.gkp.pk) and KPPRA (www.kppra.gov.pk) for e-bidding instructions.

- Bidders must be registered with Pakistan Engineering Council at the required PEC category (C-6) and with Khyber Pakhtunkhwa Revenue Authority under the Finance Act, 2013.

- 5% Bid Security (as shown) to be provided in the shape of CDR with bank name, CDR number(s) and date(s) and submitted electronically along with the e-bid on the EPADS platform.

- Successful bidder must provide a Performance Guarantee from a scheduled bank at 10% of the bid cost.

Other important terms

- Contractors must maintain specified machinery in working condition and make it available for the Department; machinery details/certificates must be provided for record.

- Contractor responsible for clearing roads of debris, landslides, snow and restoring traffic; contractor must also provide traffic safety and blockage mitigation and report incidents within 24 hours.

- Contractor to establish offices/authorized representatives at designated sections (including Thandiani/Kala Pani, Nathiagali, Barrian, Tehsil Havelian, Tehsil Sherwan) and provide contact telephone numbers.

- Payment schedule (subject to availability of funds): staggered payments referenced in the tender (installments in Oct 2026, Feb 2027 and June 2027). Contract remains effective until 30 June 2027.
