PSEB Invitation for Bids – Outsourcing, Operation & Commercialization of IT Park Islamabad (IFB PSEB/2026-27)

Pakistan Software Export Board (Guarantee) Limited (PSEB), Ministry of Information Technology & Telecommunication, Government of Pakistan invites sealed bids on a Single Stage – Two Envelope basis under the Public Procurement Rules, 2004 for outsourcing, operation, management, maintenance and commercialization of IT Park Islamabad (located at Park Road, Jinnah Avenue / Kuri Road, Islamabad). The base contract term is five (5) years, extendable up to a maximum of ten (10) years subject to performance.

Eligible bidders: financially sound firms, joint ventures/consortia, and real estate/facility management companies qualified to carry out outsourcing and facility management of IT Park operations.

Key scope of work (summary):

1. Complete day-to-day operation and facility management of the IT Park including building services, security, housekeeping, with the Operator acting as sole and exclusive facility operator under PSEB oversight.

2. Leasing, tenant management and commercialization of office and commercial space (retail, food court, gym, IT/TeS and allied uses).

3. Preventive and corrective maintenance of civil, electrical, mechanical, HVAC, fire/life-safety, elevator and IT/ELV infrastructure.

4. Remuneration via a Minimum Guaranteed Payment (MGP) to PSEB plus a competitive revenue-share percentage of total gross facility revenue (subject to PSEB approval and policy).

5. Compliance with applicable building, safety, environmental and labour regulations and performance against Key Performance Indicators (KPIs) under the Service Level Agreement.
