Issuer: Pakistan Meteorological Department (PMD) – Project Implementation Unit (PIU) for the Integrated Flood Resilience and Adaptation Project (IFRAP) / Modernization of Hydromet Services of PMD in Pakistan (MHSP).
Purpose: Request for Expressions of Interest (EOI) for selection of an Individual Consultant (Civil Engineer) to support Component-II: Strengthening Hydromet and Climate Services / Modernization of Hydromet Services.

| Key Qualifications | Bachelor’s degree in Civil Engineering from an HEC-recognized university. Master’s in Civil Engineering, Construction Management, Structural Engineering or related field is an advantage. Registration as a Professional Engineer with Pakistan Engineering Council (PEC) is required. |
| Experience | Minimum 10 years of progressively responsible professional experience in civil engineering design, planning, cost estimation, BOQs, construction supervision, contract administration and quality assurance of public infrastructure projects. Experience preparing engineers’ estimates, technical specifications and bidding documents; knowledge of PEC standards, Building Codes of Pakistan, Public Procurement Rules and contract administration procedures. Experience with FIDIC or similar international contract standards and projects financed by World Bank, ADB, JICA or UN agencies is an advantage. Proficiency in AutoCAD, MS Office and engineering software; strong analytical, communication and report-writing skills. |

| Selection Method | Open Competitive Selection of Individual Consultants in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (November 2020). |
| Required Submission | a) Letter of Expression of Interest describing ability, skills and experience; b) Detailed, dated and signed Curriculum Vitae highlighting qualifications and experience and references. EOIs and CVs must demonstrate required qualifications and relevant experience. |
