Issuer: Pakistan Meteorological Department (Project Implementation Unit - PIU) under the Integrated Flood Resilience and Adaptation Project (IFRAP) / Modernization of Hydromet Services of PMD in Pakistan (MHSP). Reference: PK-PMD-562890-CS-INDV. Loan/Credit No.: IDA-73330.
Purpose: Selection of an Individual Consultant (Civil Engineer) on contract to provide civil engineering design, planning, cost estimation, supervision and contract administration services for public infrastructure and hydromet modernization works. The consultant will be employed on a full-time basis at PIU PMD, Saidpur, Islamabad.

- Bachelor’s Degree in Civil Engineering from an HEC-recognized university. - Master’s degree in Civil Engineering, Construction Management, Structural Engineering or related field is an advantage. - Registration as a Professional Engineer with the Pakistan Engineering Council (PEC). |
- At least 10 years of progressively responsible professional experience in civil engineering design, planning, cost estimation, preparation of BOQs, construction supervision and contract administration for public infrastructure projects. - Demonstrated experience preparing engineers’ estimates, technical specifications, bidding documents and civil works evaluation. - Good knowledge of PEC standards, Building Codes of Pakistan, Public Procurement Rules and contract administration procedures. - Proven track record in administration, monitoring and enforcement of civil works including experience with FIDIC or similar international contract standards. - Experience on projects financed by World Bank, ADB, JICA or similar development partners is an advantage. - Proficiency in AutoCAD, MS Office and engineering planning/estimation/reporting software; strong analytical, reporting and coordination skills. |
Application requirements: Interested consultants must submit: (a) a Letter of Expression of Interest describing ability, skills and experience to undertake the assignment; and (b) a detailed, dated and signed Curriculum Vitae highlighting qualifications, similar assignments and references. Applicants should demonstrate that they meet the required qualifications and relevant experience.
Selection & terms: Selection will follow the World Bank's "Procurement Regulations for IPF Borrowers" (November 2020) using the Open Competitive Selection of Individual Consultants method.
